Four areas for Development:


1. Transportation and Infrastructure
Increase accessibility to the Shoals and provide for the movement of people, raw materials and finished goods.

2. Business Development and Recruitment
Provide diversified growth of small business and foster entrepreneurial development

Specific Goals for Development:

  • Recruit five non-manufacturing companies with employment of at least 100 new highly-qualified, educated employees; recruit ten new retiree household residents per year; develop comprehensive business services to assist and support new and existing business in start-up or expansion projects.  

  • This will result in an increase in business investment; an increase in employment base; an increase in the tax base; increase of business-to-business activity; business and residential construction and an increase in the total area income.


3. Quality
Develop and promote activities that unite the Shoals Metropolitan Area

Specific Goals for Development:

  • Develop and implement a strategic plan to foster a positive image and perception of the Shoals.  

  • An enhanced ability to attract and retain skilled and professional talent.

  • Increased level of pride in self, family, workplace and community.

  • Develop a clean-up, litter reduction and beautification program for the Shoals

  • Focus on enhancing/beautifying gateways into the Shoals


4. Education and Workforce Preparedness
Serve as a catalyst to create a more qualified workforce and provide a link between business and education to promote economic development

Specific Goals for Development:

  • Increase graduation rate by 5% per year which will increase our education workforce, give us a greater acceptance of skilled vocational careers and increase our per capita income levels.

  • Develop a school to work initiative so that graduates will become more hirable and trainable and give high school graduates a good focus on career objectives.

  • Develop training for school personnel

  • Develop community awareness of school-to-work initiatives

  • Promote teacher internships

  • Promote student job shadowing opportunities

  • Develop a strong network of business to provide jobs and apprenticeships for school-to-work initiatives.
